This may be useful information for installing an outboard to the transom. Note Mercury's placement of bolt heads - outside on lower and inside on upper. Maybe thinned resin in transom bolt holes and then redrill, waterproof sealant, self lock brass hex nut, stainless flat washer. I would add a transom support bracket from T H Marine or Bob's Machine.

If the above methods were used in that 1984 CVX at Georges Repair, there would not have been the transom damage.

I know when I swapped out my motor on the CVX I rolled some sand paper and gave a few twists to each hole in the transom to clean it out. Swabbed it with Acetone, let it dry for 30 minutes then used a Q-tip with thinned resin to seal all the wood in the holes. Did two coats. 

I eased the bolts in and that should keep water from ever getting to the wood via the bolt holes.
