I still think you could probably just fill them with gel. Talk to one of the guys at Express Composites they will be able to tell you for sure how deep of gouge you can fill.

I got a response.  He agreed with the idea of putting some glass back in. 
What's the difference between fiberglass mat and fiberglass fabric?

I forgot to mention that the guy at West Marine told me that he would never use polyester resin for fiberglass repairs, even though the boat was manufactured out of polyester resin and fiberglass.  He said polyester resin absorbs water and bubbles up.  If that were true, I would expect all our boats soak up water and sink!

I asked Express Composits about the water absorbing of polyester and Mark said:
"Polyester will absorb moisture.
Vinylester is a great resin for doing repairs and does not absorb moisture like the polyester does."

Has anyone here ever used vinylester?

As long as you are putting gel over it water can't get to to. So you can use either.

I've never used it, but after reading about it (vinylester) I would use it for my next project.
Price per gallon is a little more then polyester, but cheaper then epoxy.
Kind of a new and improved polyester resin ...

I took a vacation day from work and was able to visit Express Composites.
Jim at Express Composites looked at my photos and set me up with about $60 worth of supplies. 
I got a quart of resin, glass mat, a strip of glass fabric, a quart can of a polyester putty called AdTec high perf filler, graduated mixing cups, paint brushes and syringes.

After warming the garage to 72F with the wood stove, I mixed up my resins and catalysts this afternoon.
I laid down my first layer of glass mat to the nicks on the port side.  It went well.
Then I smeared on the polyester putty onto the starboard side hull ridge that has been worn away. 
WOW, that set up fast.  With the recommended amount of catalyst, it went from cake frosting consistency to rubber, to rock-hard in about 15 minutes!

With the Bondo brand resin and the seven or eight drops of catalyst, it could have kicked in 10 min. , 15 min. , 20 min. or never ...
Like Jerry says ... This is chemistry.
I still have a half can of the Bondo stuff if you would like to see how bad it really is ... LOL

What kind of sanding tool is recommended to smooth out the repair areas?

I've got a Ryboi 5 inch orbital sander, that should work ok for bigger areas. 
For the smaller spots, it seems a bit big to have fine control of what gets sanded and what doesn't?

What about these 2 and 3 inch disc sanding tools?

When I did some gel filling on the hull of Phoenix I used a 3m sanding block.

Never sand with bare hands, your fingers simply cannot provide the even pressure to make an area smooth.  The small disks you describe are for higher speed leveling, but can get you in trouble quickly.   Used wisely they can get you in the ballpark, then finish with a hand block.   If the area is flat, use the hard block like Brandon suggested.  Change your paper often, worn paper does more bad than good.  Your repair area should be built up, then get knocked down to smooth without cutting too much of the original surface.   If the area has a curve, use a 3m #20 (p/n 05526)pad, great for wet or dry sanding.   Most places also carry the sanding sponges that can work well on a budget.

I picked up a sanding block like described at Menards. 
I'm doing my sanding of the fiberglass mat repairs and hope to put some gel coat repairs on after lunch today (Saturday).

I think I should get some proper gel coat supplies from Express Composites.  This little gel coat repair kit isn't going to cover all my needs.

Are the graduated plastic mixing cups reusable?

My first mix of polyesther resin was 4 oz and it was about 3x or 4x what I used.  I got a warm sticky lollypop of polyesther after about 15 minutes.  I pulled it out of the mixing cup before it completely solidified.

Yes, I reused mine.
The numbers / printing on syringe used for adding catalyst started coming off after I spilled some on out side of syringe.
Had an extra one, and was careful not to smear / rub off numbers of new one.

In the livestock medical section?  I've seen bottles of injectable antibiotics at Fleet Farm before.

I got the hull fin rebuilt with the polyesther putty and sanded.

It wasnt a gouge.  It was a fin that had been worn away.  I rebuilt it.
