Bumps in gel coat?

Went to look at a CVX-16 yesterday. The boat seemed to be in pretty good shape but the gel coat has lots of bumps in it. See attached pics.
Does this mean the core is bad?

Everyone of those has an air pocket behind it. They need to be ground out, filled then the bottom needs to be refinished. It ends up being quite a bit of work.

Do some research on osmotic blisters, fairly common on fiberglas hulls that spend lots of time in water.

Thanks guys, sounds like a lot of work. The search continues.
Is it okay leave these older boats in the water for the summer (3-4 months) or do they need to be on a lift?

IMHO, all boats should be stored on lifts, those that cannot need to have some ablative coating on the hull.
