I recently priced trailers for a 23' locally, at about the highest priced place I know, and it was around 3500, so I would agree with Hyperacme, a good deal on a new one would probably fall in the 2500-2800 range.
the motors are Chevy engines... my only suggestion would be to stay away from the 400 small block in a marine application. it's a long stroke for all that extended higher rpm running. unless you are going to build an all aftermarket bottom end, I would stick with the 350. the 400 small blocks have cooling issues as well. not as much of a problem in a marine application due to the constant cool water flow, but still not ideal. the 350's have alot of potential, just look at the motor in Burnin Daylight that came out of Red's Scimitar... now that thing runs! and really, it's not that radically built, and very reliable. just a good combination of parts. unless you are trying to break past the 80mph mark, I think you could do well with a mild build on a 350, and have it hold together for a long time. just my opinion...
