The river must not freeze in that area since all those tour boats are still in the water?

Here is an article stating that steel hulls can withstand thick ice, but the sound of the ice cracking around them can be disarming. Fiberglass hulls needs a bubble system, and constant if the temperatures are low. I had a tax client that stayed year round in his steel hulled boat right in the area of these pictures - St. Paul Yacht Club. They complained about the sound of big pieces of wood hitting their boat, and probably the ice shifting and cracking.
