could a bad fuel bulb cause engine problems?mine is mounted horizontal and I seen they should be mounted vertical because of the check balls.

I've seen it happen. Brand usually plays a part in it too. I stay away from the cheap ones by Tempo/Moeller and buy name brand like OMC/BRP or Mercury/Quicksilver.
