I would say use it as it is, and resume the work next off-season, but that's just me, we've been using the 1900 for a year and a half with torn up upholstery though we did finally get some of it done
I am warming up to this wisdom.  I'd like to use the boat this summer, but also want to be assured that I'm not setting myself up for problems later.

If I waxed the unpolished, sanded surfaces, would it look smooth and shiny or still dull?

If there is no downside to waxing the sanded surfaces, I might do it, just to keep dirt and slime out of the little crevices.

My thought was that since you have more sanding to do anyway, splash the boat and use it as is!

I can't say if it's going to help or harm to wax it now and then try and work on it later, but I suspect that wax could be washed off with waxing grease remover.
Doran says you're going to go back and send it anyways.
I have only wax the top half of my boat a couple times I don't believe I have ever waxed the bottom, here's a photo of the part of the hull that I did not wet sand and buff. I suspect that buffing it even with the orange peel  would've helped the situation with the black marks from the rollers that was from the old roller trailer. Not sure if that helps with what you're thinking or not but again I would say put it in the water worry about the bottom next year.
I may never try and get those black marks off the bottom on my hull.
