Boat safety check
« on: May 06, 2011, 02:59:03 PM »
Just passed the annual Coast Guard safety check.  I have it done right here at home because the inspector lives just 5 blocks from my house.  Otherwise, the CG does safety inspections at the various launches around here to get into Lake Michigan.  When I get to the water I want to go boating, not spend time with a surprise inspection.  One of the things you gotta have are marine flares and they check the dates stamped on them to make sure they are not expired.

That's a good thing to have done. My cousin Vaughan did both my boats last summer and a few members boats at the August meet last year.  It would be a good thing to do at this years event as well. Jim maybe you can offer to do inspections this year or I'm sure Vaughan would do it again if he can.

As out of state boaters visiting the Red Wing meet, what safety equipment does Minnesota require? We do not have to carry any type of flares in our vessels here in Oklahoma.  Is there an informational or boater safety website that is specific to your area?

Make sure you have a throw-able on board .. I got scolded by one of the waterway's finest for not having a couple years ago. Other than that they asked me for registration and my ID.  And our CGOAMN name badges do not qualify as ID for some silly reason.   ???

The Great Lakes are patrolled by the Coast Guard so federal boating laws apply.  Marine flares are a federal requirement.  If anyone wants to buy flares, look at the expiration date on the package.  Some major retailers in my area have been known to sell expired, or almost expired flares  (they move the oldest merchandise to the front of the shelf).  "Fresh" flares only have a 3 or 4 year lifespan.  They are sold in packages of 4 and at anywhere between $6 and $9 per flare, get your money's worth by checking expiration dates.

Also an FWI to Barb, Red and the rest of you trailering into MN from out of state. Make sure your drain plug is removed. This is a new law that went into effect last year and this year they start ticketing for it.

oh boy......... 86db is the limit.

MUFFLERS/NOISE LIMITS
All watercraft motors must have a muffler, un- derwater exhaust, or other device that adequately suppresses the sound of the motor.
It is unlawful to modify, equip, sell or operate a motorboat (except under a permit from the county sheriff or U.S. Coast Guard) that exceeds the levels noted in the table below. It is also illegal to have an altered muffler, muffler cutout, muffler bypass, or any other device designed or installed so that it can be used to continually or intermittently bypass any muffler or muffler system, or to reduce or eliminate the effectiveness of a muffler or muffler system.
Motorboat Noise Law Summary Chart
* Officers and deputies may use either (or both) the pass by or stationary test procedure.

I wonder what my rig registers on the decible meter...  I got her fired up today.  Cranked it for 30 seconds, and it started right up.  Only ran it for a few minutes due to the need to do some re-sealing in the intake manifold.

I'm VERY happy to hear that gas might be coming down.  I was getting a bit depressed by the prospect of a $110 day of boating.

These are comments from those that ran The Miss Croix River Run of July of 2007, a run for high performance boats:

"The police had a blast harassing the poker run for the Miss Croix River Run. From what I have been told at least 80% of the 90 + boats got noise tickets. What a bunch of jerks nothing like trying to make the money for the season in one day. Dirty Duck was pulled over 7 times. Don got one. Lance 25 eliminator got one. Dennis with the other eliminator got pulled over 3 times.  ALL of the tickets were on the St. Croix, and most of them in the no wake zones, which there were many of, they were sitting there waiting for us. 3 of the guys we know that were ticketed had mufflers on. Lance, Joe, Denny and Don were ticketed by Dakota county. (MN) $186 a pop. And yeah, Denny in the Eliminator was pulled over 4 times, ticketed once. The St Croix is not performance boat friendly (unless you go midweek). I am in the process of writing my letters to papers and the scuttlbutt. I am also considering sending something to each of their departments. We did work with them ahead of time to try to get a varriance - obviously, since they came out with extra patrols, they had no intention of helping us out."

I can see how they can get away with busting you over "modified" exhaust but if its "factory", can they do that? You'd have to "modify" it to make it quieter.  ???
I'm not even sure how you can do it. Internal baffles?

Or they are just saying: "you can't play here with that toy" even if it is factory. Just like a lot of lakes ban jet skis for the same reason.

Hopefully they leave us alone.

Yes 'they' can bust you.  Manufacturers are not mandated by local laws as to what they can produce and sell.  Just because you can buy it doesn't make it legal.

I am torn here because as a civilian on the beach enjoying the day, I would complain to anyone who would listen when a 'noisy' boat (86db or higher) keeps buzzing past.  I am also a motorhead who loves speed and the deep rumble of a finely tuned engine, innie or outie. (Did I just coin a term for type of motor?!?!?)

When in uniform, I would listen to anyone who has a complaint of the same, and investigate it.

Water Patrol in our local area is about education and safety not harassment.
