CVX shifter pannel

What is the best way to fasten the shifter pannel? I have carage bolts in the top which is a mistake and I screw it in the bottom and they pull out or break in half...

All the throttle control/shifter panels that I have dealt with in the cvx's have the controls mounted to one sheet of ply, usually covered with interior vinyl or woodgrain contact paper.  At the top is a strip of ply with two slots cut in it.  They go in first onto two bolts, then the bottom is pushed in and then screws go into another wood strip glassed into the hull.  On my cvz, I used countersunk screws on top, and pan head on the bottom with screw caps.  The padded rail covers up the top mounting screws.   Hope this helps.
