I think 21" might be too steep for this setup, I was thinking start with 19".  Stock is aluminum 17".

Supreme marine uses to have "Test" props .. Maybe talk to them ..
Dave & I tested a bunch of props when we got our new boats .. You never know how well a prop works until ya try it ..
One company's 19P work different from another company's 19P prop.
Best to test all on same day, as water & weather can affect performance

I would start by seeing what the manufacturer of the outboard offers. They undoubtedly have designed their props around the horsepower and torque curves of their outboards.

Then decide whether a stainless prop is better than an aluminum prop.

For my CVX-16, I tested four different OMC stainless steel props, a Laser II Quicksilver, and a PowerTech. The fastest by far was the Raker. The only drawback is that it is not as fast out of the hole as other props with less rake. Like Gregg said, test them under the same conditions, using a GPS speedometer. You might want two props, a speed and a load. 

Even tested a 2-blade bronze prop by OMC - first picture - slow but beautiful. Last picture is an OMC SRX over the hub prop - fastest, but not for general use.

I finally got the Evenrude Diag software loaded on the laptop and dug under the hood to find the com cable.  I was glad to see the fault history is benign and engine hours are 65.  I like the engine reports it put on my laptop.

Prop update.  Decided to take small steps.  Put on new evenrude  factory 19.  Up from the 17.  Still aluminum.
 Holeshot was still good, could pull up to 5500 rpm, and 48mph GPS in good conditions,  not great .  Thinking I could tune I to 50 with a little practice.

Lifting motor might give you 100 to 200 more RPM's and 1 to 2 MPH increase ..

I tinted the windshield and side windows.  On the side windows, I also added a layer called red chameleon.  It reflects only red light, but from this inside its almost transparent.  It an interesting look and I can just peel it off any time if I decide I don't like it, but for now, I do.

I am disinclined to drill holes in the hull, and want to mount a fire extinguisher on the floor against the side by foot rest.  Do you think bedding the Fire Extinguisher bracket in 3M 5200 on the floor would be enough to hold it in place?

The next prop I would try would be a Raker 20" pitch. The thinner blades and the rake of the Raker should lift the front of your boat and reduce the wetted area. I have a 20" Raker if you care to try it, or Joe may have one too.
